Dear Surrey Heartlands Practices,
Surrey and Sussex LMCs have now concluded a long process of negotiation with Surrey Heartlands ICB to develop their revised suite of Locally Commissioned Services (LCSs). The initial launch date was pushed back after concerns were raised by Practices across all four Places, and it was realised that the final steps of joint review with the LMC had been omitted from the process.
During this further negotiation, both the ICB teams and we at the LMC have endeavoured to address the issues that were raised. This has now included a final review of pricing. Despite the financial pressures that are being experienced nationwide, and the Surrey Heartlands ICB constrained financial position, the LMC have been able to secure:
- An uplift on existing LCS prices, in the interim whilst awaiting the outcome of the review.
- Uplifts in the revised LCS pricing and overall budget.
- An annual guaranteed uplift with applied formula for 2025/26 and 2026/27 financial years, irrespective of the ICBs financial position,
- Additional clarity to the LCS specifications where required.
- Inclusion of information that was previously omitted regarding delivery of services (e.g. Collaborative Working).
In addition, the LMC has developed a complimentary LMC – Surrey Heartlands LCS Assistance Package 2024/25.
This package has been produced to provide all colleagues with:
- An LMC General briefing Overview applying to all the Locally Commissioned Service specifications.
- A one-page summary briefing of each of the nineteen new LCS specifications, to allow a speedier overview for Practices.
- Assists in the task of reading, interpretation and understanding of the specifications, highlighting areas of special note for practice consideration.
- Identifies general principles that have been applied to the specifications.
- Includes considerations practices may make in the implementation and delivery of the specifications.
The LMC very much hope these materials will support Practices in the decision-making process required before sign-up and in the subsequent delivery of these services.
Please find below the downloadable files for your perusal and we recommend that you begin by reading the LMC General Briefing Overview (Guide applying to all LCSs), before moving on to the specific service briefings. They have all retained the corresponding numbering applied by the ICB.
