Update: Financial Implications of the 2024/25 Contract
Dear Colleagues
Following the imposition of the 2024/25 GP Contract, I am writing to confirm the associated contractual increases.
- Global Sum will rise from £104.73 to £107.57 per weighted patient.
- The OOHs deduction remains at 4.75%, representing £5.11 for 2024/25.
- The QOF point value rises from £213.43 to £220.62, following the increase in the Contractor Population Index, which reflects the rising average number of patients registered at practices, now standing at 9964 patients
These changes apply to PMS and APMS Contractors, unless separate local arrangements for the latter are in place.
PCN DES payments
The potential total payments under the PCN DES for 2024/25 are £2.468 billion; money that would be more productively invested within Global Sum, however, until then, this is being paid as:
Core PCN funding (now including PCN CD payments and PCN Management and Leadership funding)
- £2.916 per patient, comprising £2.219 per registered patient [based on aggregated PCN Core Member practice list size on 1.1.24] and £0.698 per PCN adjusted population [which is based on the primary medical formula for allocations to the commissioners]
Enhanced Access
- £7.674 per PCN adjusted population.
Care Home premium
- £120 per bed per year. This is based on CQC registration data on Care Homes, with or without Nursing support, whose beds are within the PCNs aligned Care Homes, with patients coded as living within such Care Homes, as listed in the PCN DES specification Para 10.4.3 Table 1
Capacity and Access Support Payment [CASP]
- £3.249 per PCN adjusted population
Capacity and Access Improvement Payment [CAIP]
- Full payment £1.392 per PCN adjusted population, depending on the criteria listed in Para 10.4 A1 – A5 in the PCN DES specification.
ARRS programme
- Based on individual PCN allocation, claimable after the appointment of eligible individuals
Investment and Impact Fund [IIF]
- Funding is based on achievement of the two Indicators, as described in Annex C of the 2024/25 PCN DES specification. The updated 2024/25 PCN DES specification is available at:
Colleagues should note the NHS employer contribution rate rose to 23.7% from 20.6% from April 2024, with an unchanged 0.08% scheme administration charge. The increase of 3.1% is being centrally funded for General Practices, which means the actual cost to employers will remain at 14.38%, including the administration charge.
