Amendments to the Statement of Financial Entitlements: Global Sum and Locum Reimbursements Arrangements

I am writing to highlight the latest amendments to the Statement of Financial Entitlements (SFE) as below:
Global Sum: As noted in my earlier letter of 12th August 2024, Global Sum will rise by 7.4%, from £107.57 to £112.50
Locum reimbursements for specific purposes: This covers the following sections:
Part 4: Para 9 -- performer leave for maternity, paternity, adoption leave and shared parental leave
Para. 9(5)(a) for the first two weeks for which NHS England provides reimbursement, the maximum payable sum rises from £1143.06 to £1211.64.
Para. 9(5)(b) for any week thereafter for which NHS England provides reimbursement, the maximum payable sum rises from £1751.52 to £1856.61.
Part 4 Para. 10 – payments covering sickness leave Para. 10(5) the maximum amount payable per week under this section rises from £1751.52 to £1856.61
Part 4 Para. 11 relates to payments for locums to cover suspended doctors
Para. 11(5) the maximum amount payable per week under this section rises from £1131.74 to £1199.64
The LMC recommends any practices where a GP is suspended, who may be entitled to such payments, contacts the LMC for further advice.
Para. 12 relates to payments made in respect of prolonged study leave: these have also risen by 6% but the LMC is not aware of NHS England agreement to support such study leave.
Thus, NHS England has agreed an increase in SFE reimbursements: this was part of GPC England’s negotiating strategy for 2024/25 and this is an encouraging decision. This represents a 6% increase. Colleagues should also note these uplifted payments are backdated to 1st April 2024.
This means that practices are entitled to the uplift for any payments under these SFE reimbursement arrangements made since 1st April 2024 and should also start claiming at the uplifted rate henceforth.
The LMC has contacted ICB teams to confirm these backdated payment arrangements. Obviously, ICBs will need time to process these but will be aware of these changes. Some ICBs (Surrey Heartlands) will process backdated claim payments on behalf of practices, in other ICB areas practices may wish to contact ICBs to confirm the arrangements that will be made.
Practices will also need to include these additional payments under their Partnership/Employer arrangements to the GP(s) involved.
In relation to backdated Global Sum payments, the LMC now understands these should appear in either the September or October practice pay run.
The SFE amendment also includes an update in relation to the RSV and pertussis vaccination programmes. If practices have any queries about these new arrangements, please contact the LMC.
